About BKC Group
Public finance is being rebuilt. BKC Group was formed to lead that work.
We combine deep expertise in municipal markets with a forward-looking perspective on infrastructure, operations, and market structure. Our work spans two tracks: advising institutions on modernization strategy, and building the next generation of market infrastructure alongside the participants who will use it.
Gregg L. Bienstock, Esq.
Gregg has spent his career at the intersection of municipal market structure, technology, and compliance—building the infrastructure that regulated markets depend on.
As Co-Founder and CEO of Lumesis, he created one of the market’s leading compliance and data platforms, serving institutions across the municipal bond ecosystem. Lumesis was acquired by SOLVE, a marker of its strategic value to the evolution of market infrastructure. Earlier, Gregg held senior leadership roles at Ambac Financial Group, where he oversaw initiatives spanning operations, governance, and market strategy.
He advises financial institutions on data strategy, compliance architecture, digital infrastructure, and next-generation market systems, and is a frequent speaker on the role of technology in reshaping, modernizing, and re-architecting regulated markets.

Megan N. Kilgore
Megan brings a perspective that is rare in this market: she has been the issuer, the advisor, and the builder.
As the elected CFO of Columbus, Ohio, she led the financial operations behind one of the highest-rated municipal credits in the country—modernizing legacy systems, improving data infrastructure, and enabling a large organization to operate with greater speed and precision. Earlier in her career, she advised governments on infrastructure finance, structuring transactions and translating financial challenges into solutions.
Today she builds technology products, advises institutions and frontier companies on strategy and market engagement, and serves in board and advisory roles. She is a frequent speaker on the future of the municipal market and the role of technology in modernizing public finance.
